I cant’ figure out how to align text diagonally with each line starting at the same horizontal point. Any ideas?

Take your angled text frame, then with the Direct Selection Tool, pull down the bottom right point so it creates a polygon with a flat bottom. (use Y axis number or a guide to be precise.)
You could also make this shape using Pathfinder or the Polygon tool.

You got it! Thanks so much, Colleen.

As I place the finishing touches I can’t get the tabs to behave the same. Some end at different places (all have been set in the para. style-no outside formatting) but they all begin properly at the right margin. The only one that is as it is supposed to be is the very first line. Argh.

Here is what I’m working on.

When you say “tabs” do you mean the lines between the paragraphs? You’re not using tabs for those, are you? I would suggest doing those with anchored lines or Rule Above, or something else.

No. I am using a hard return between paragraphs. Rule Above worked but 2/6 were either missing a line or have a rule below. Checked the underline feature of para. style to be sure they were off and they were.

I see that you have an empty paragraph between each text paragraph. I suggest just setting the Rule Above to the paragraphs that have text, and then using Space Before to adjust the space between the paragraphs.
Making diagonal lines like this is not straightforward in InDesign. I used to use this method:

But I have a newer formula which I’ll write up as a blog post soon. -

I’m almost there! I decided to use a single text box because the various kinds of alignment are easier to make precise and consistent (there are about 30 variations of the thing). Only problem left is a small artifact (piece of a rule) before the whole thing begins. I am using a customized polygon shaped text box I made to accommodate the lack of availability in InD and I thought it could have something to do with the oddly shaped shape. I tried to delete the HR and it mucked up the whole thing. Then as a last ditch effort, I made portions larger and smaller, entire sides and then the entire block-no dice.
Looking forward to seeing your newer formula!

I wrote my method up here:

Hope that helps!
