Renaming layers is a great idea!
Another option is Object Notes, a free script by Kerntiff Publishing Systems. https://www.kerntiff.co.uk/products-4-indesign/objectnotes. It works in conjunction with PDF stickies (which allows you to export all these notes as PDF sticky notes), and Note Navigator, https://www.kerntiff.co.uk/products-4-indesign/notenavigator (which helps you to navigate all the Notes within your InDesign document).
‘… the Layers panel only shows items on the spread you’re currently viewing.’
One of the annoying by-products of this behaviour, or so I assume, is that the Layers panel, for tables that extend two frames or more, shows the section of the table in each frame as a separate item and, if the table extends beyond the spread, does not show its frames on other pages. An instance of the Layers panel not recognising stories.
Object Notes looks interesting however the link is not working on their site
