I installed InDesign CC 2017 with Adobe World-Ready Composer in order to layout a book in Arabic. I told it that English was the other primary language and layout. I set all the appropriate settings for starting first page on the left, and all fell in place after making deliberate text threading in the right-to-left direction. NOW, I am back to starting a book in English, and I cannot figure how to get it to start the first page on the right. Everything else seems OK.
Just solved my own problem. For anyone who is interested: When first setting up a new document, “Binding Type” is a selection. It is the controller for right-to-left for middle eastern languages or left-to-right for English.

I have advice for you .. that you Have to divide the book into two parts … Arabic and English, that is better, and you make a file (book) from the list (file) and merge the previous two files with the numbering you want.
It is better in such cases.
