InDesign CC doesn't copy cross-reference?

I have one book file where in FileB there is a cross-reference to FileA, as in “see page 12”. If I copy that entire paragraph to another spot in B, the new one says “see page <?>”, so I have to re-create the cross-reference. Even if I make a change where page 12 becomes 13, until it is recreated, only the first cross-reference is fixed. Is this normal behavior?
Are the two documents set up in a Book file?
If they are you can keep them in sync.
