I have a problem that I haven’t seen listed anywhere so far – I hope someone can shed some light on this.
When creating an alternate layout, I can’t shuffle my pages around without them flying into the other layout, they won’t stay put in the new layout but rather migrate over no matter how I move them. I turned the 2 shuffle functions on and off but don’t know why they keep moving to the other layout.I have a tri-fold brochure (6 pages) with 3 pages stuck together per spread (shuffle turned off), which works great for print as the 2 spreads can be exported easily. Now, I’d like to publish this on the web, but the order makes no sense for this so I want to have the first and the last page as single pages, and the 4 middle pages as 2 spreads of 2 pages per spread. Easy, right? To avoid creating 2 documents I used an alternate layout, but can’t use it since the pages won’t stay put….! I used the MOVE PAGES command and listed exactly in which layout and where I want a page, and yet they fly over into the print layout which is just about driving me insane.
Has anyone encountered issues with spread/page shuffles between alternate layouts?

My issues is that I can move pages from the original layout to a new layout ok, but it won’t let me move them back to the original layout when I change my mind!

just out of curiousity what happens if you drag these pages manually? Is it only “move pages” dialogue that fails?

One year later now and I’m having the same problem: After creating an alternate layout in InDesign CC 2018 I have no control over my pages either.
By coincidence I noticed that, in my case, the original layout does not have a name.So, I first named the original layout and then created an alternate layout. That solved my problems, hope it can help others.

Yes, me too. We’re either misunderstanding some vital concept or there is some bug. I found that it’s not possible to do anything with page 1 as InDesign somehow seems to rely on that as being the start of a new layout. In my case I wanted page 1 to be page 4. Instead of just dragging p1 down, I had to create a new page and then copy and paste the contents of p1 onto it. I could then delete p1. Page 2 had a section start applied to it, which may or may not have been important.
