symbols not sorted in index sort

I’ve inherited a book (need to create epub and PDF) where the ~ ! and @ symbols are used to distinguish certain kinds of entries.
But when the index is generated, the entries beginning with ~ ARE collected together, but those beginning with ! and @ are not.

~Wells, H. G. 28
~Woodward, F. L 265
~Wordsworth 331
!Abhaya, Prince 119
!Abhaya, Sinhala King Vaþþagámani 174

What is different about those 2 symbols @ and ! , and what can I do about it.

If this is a time sensitive matter then I can suggest a “hacky” workaround for this…
I prefer to wait for a response from someone who knows the proper solution to this but if you need it in a hurry, let me know!

The index is not relevant to the epub which is complete and there is less urgency for the PDF which does need it. So I can wait.
But it would be good to hear about a work around.
A fall-back plan was to do a manual re-sort which should not be difficult, or take long, since there are only 2 symbols that were not sorted and only a hundred or so entries.
